Home Improvement Contractor Registry
A local registration and consumer-protection framework for home improvement contractors: a $50,000 surety bond homeowners can claim against, a cap on upfront deposits, a three-day right to cancel, an independent hearing panel, and a restitution fund paid for by contractor fees — not taxpayers.
Zoning Moratorium
A 12-month pause on development approvals under the new Hamlet Center zoning districts in New City, Congers, Valley Cottage, and West Nyack — so the town can complete the project-specific environmental review the law requires before a wave of high-density approvals becomes permanent.
Data Center & Crypto Mining Ban
A townwide prohibition on data centers and cryptocurrency mining facilities in every zoning district — written with no load threshold to game, no way to phase around it, and an express carve-out for the ordinary server rooms that businesses and schools already run.
Renter Safety & Landlord Accountability Act
An amendment to the Town’s rental registry (Chapter 157) that requires every LLC, corporation, or trust that owns a rental to identify its real owners under oath and name one person who answers personally; makes a valid registration a condition of collecting rent, with tenants able to recover what they paid on an unregistered unit; adds an entity fine tier of up to $100,000 and fines measured by the landlord’s gain; and holds owners responsible for illegal sublets.
