Development in New City

Five housing applications in New City state in the Town’s records what they would build. Together they come to 426 units and a 17-lot subdivision. On top of that, the Paramount Country Club rezoning would allow 230 more. Each entry gives the latest step the application has reached in the Town’s record.

In 2023 and again in 2025, the Town created and then amended the Hamlet Center Zoning Districts covering New City, Congers, Valley Cottage and West Nyack, raising the residential density allowed in each hamlet center. Eugene has published a proposed twelve-month moratorium that would pause approvals under those districts until the Town completes the environmental and traffic review.
