At a rally in New City, Eugene says that the supervisor is by law the Town’s chief fiscal officer, and that when money in a contract goes unaccounted for, he must answer to residents for where it went. Speaking about the Town’s $9 million energy efficiency contract, he argues that once a problem is brought to an official’s attention, the right response is to order an independent audit, completed within 30 days.

He describes his ten years as a government attorney at the city, county, and state levels, reviewing contracts and capital projects, and says spending that did not make sense was never approved. Residents, he says, deserve answers from the officials who work for them.
