At a rally outside Town Hall before the Town Board’s moratorium hearing, Eugene traces Clarkstown’s overdevelopment to the 2023 law rezoning the New City business hamlet district, repeated in 2025 for Congers, Valley Cottage, and West Nyack, adopted without a comprehensive analysis of whether infrastructure and traffic could handle the additional units.
He calls the Town’s six-month moratorium a political maneuver timed to the election season, noting that it says only that the Town will “endeavor” to change the zoning code, with no commitments and no deadlines, and urges residents to put their comments on the record at the hearing.
He describes his own proposal, issued in July: a 12-month moratorium aimed specifically at the rezoned hamlet districts, which would pause the high-rises now proposed while the Town does the comprehensive study it skipped, then lower the allowable density, put the costs on developers, and preserve the town’s suburban character.
