At an August 2025 candidates forum in New City, Eugene draws on his enforcement work in government, including at the Department of Consumer Affairs and the County, to describe a pattern he sees at the town level: contractors and landlords treat fines as a cost of doing business and keep repeating the violations.

His answer is a software-driven code enforcement task force that responds to every complaint, from overgrown lawns and abandoned houses to illegal housing and illegal commercial uses, and issues a violation for every infraction. The difference, he says, is that the Town would stop settling: it would take cases to trial, seek injunctions keeping a property closed while litigation runs, and condemn properties in serious cases. He would also bring the County Department of Health, Child Protective Services, and the District Attorney’s office onto the task force.
